OHFA Announces New Staff and Promotions
COLUMBUS, OH – The Ohio Housing Finance Agency (OHFA) announced additions to its leadership team and staff. OHFA is proud to share that Barbara Carter, Carrie Manno, and Mindy Picklesimer have joined the OHFA team and Cody Price has been promoted.
Barbara Carter joined OHFA’s Office of Multifamily Housing as a compliance review coordinator. She transitioned from a temporary agent with Robert Half where she created a proven track record of ensuring regulatory adherence, maintaining compliance standards, and assuring project data and quality.
Carrie Manno is OHFA’s new Single Family Tax Credit section chief. Prior to joining OHFA, she worked at the Ohio Department of Development as the deputy chief of the Office of Grants and Tax Incentives. In that role, she oversaw the operations of more than 20 grant and tax credit programs and was responsible for the development of several tax incentive programs. In addition, Carrie also served as the executive director for the Ohio Tax Credit Authority. Carrie earned her bachelor’s degree in economics from the University at Buffalo and a master’s degree in city and regional planning from The Ohio State University.
Mindy Picklesimer joined OHFA’s Human Resources Office as the new payroll & absence management officer. She recently worked for Bell Station Interiors, where she was a human resources generalist, responsible for processing payroll as well as configuring taxes and census reports. Mindy has more than 10 years of accounting/payroll/human resources experience and is currently attending Ohio University where she is working toward a bachelor’s degree in applied management.
Cody R. Price, Ph.D., was recently promoted to 9% Housing Tax Credit section chief. He is responsible for drafting the 9% LIHTC Qualified Allocation Plan (QAP) with internal and external input and guiding the annual competitive application process among other tasks. Cody also holds a position as a lecturer in the City and Regional Planning Department at The Ohio State University. Previously, he worked as a housing grant analyst II and a research analyst at OHFA. Prior to his tenure at OHFA, he spent a semester as a visiting assistant professor at The Ohio State University. He earned his bachelor’s degree in city and regional planning from The Ohio State University, a master’s degree in public service and administration from Texas A&M University, and a doctorate in city and regional planning from The Ohio State University. Cody has published journal articles in Housing Policy Debate and Housing and Society and is certified as a Housing Development Finance Professional by the National Development Council.
